Emanuel Finn

Dr. Finn holds a Bachelors degree in Chemistry in 1985, a DDS from Howard University in 1992. He received a Masters in Health Policy and Administration from the New School University in New York City in 1998 and a Certificate in Executive Non-Profit Management from Georgetown University Public Policy Institute in March 2003.
He completed a GPR at St. Elizabeth’s Hospital and DC General Hospital in 1993. In July 1994 he recieved a joint fellowship from the Johns Hopkins School of Public Health, the Health Resources and Services Administration and the National Association of Community Health Centers. He completed his fellowship fieldwork at the Syracuse Community Health Center in Syracuse, New York.
In September 1994, Dr. Finn was hired as the Dental Director of the Community Health Center of Newburgh, NY. He developed and established a dental program at that health center from the inception phase. He stayed on as the center’s dental director until August 2000. During that period he was also a part–time clinical instructor at Columbia University School of Dentistry and Oral Surgery.
Dr. Finn spent the 2000-2001 Congressional year on Capitol Hill as the Congressional Health Policy Fellow of the American Association for the Advancement of Science (AAAS) and the American Dental Association (ADA). He worked on health policy, budget, and educational and social issues in the office of Senator Ron Wyden of Oregon.
From January 2002 to November 2002, he was consultant with the W.K. Kellogg Foundation funded Community Voices Collaborative of DC. His task was planning a city wide comprehensive oral health needs assessment and the implementation of school-based dental sealant project in the DC Public school System Transformation (T) elementary schools.
He is currently the oral health program manager of the DC Department of Health. His task is to develop and establish a comprehensive five-year oral health plan for the District. He is a member of the Advisory Committee of the Howard University College of Dentistry Pipeline and Community Based Dental Education Grant Initiative. Dr. Finn resides in Washington DC with wife Chrissie and daughters Sari & Alanna.
